A little gay jewish boy who grew up in the wonderful city of New York. His life has been fairly average. He's had his share of heartaches but none more so than any others. He has two siblings who he adores and has lived in a simple middle class family with both parents alive and together. He is thus far the only powered individual in the family besides his deceased grandmother. He was twelve when they were discovered. His parents don't approve of his hero aspirations and want him to be a doctor. They refuse to help pay for his schooling.

PHANTOM TELEPORTATION: The ability to move instantaneously from one location to another without physically occupying the space in between while leaving a few second after image of the user when used. Most commonly used in a 'Flash Step' type mode where Carter moves short distances in a 6 meter (20 feet) radius of himself. So far his maximum range is 100 meters (about 300 feet) and can only carry one passenger at a time as multiple passengers quickly drain his energy reserves and greatly decrease his accuracy when teleporting because of the quantity of mass being moved.
LOCALITY TRACKING: he ability to locate an individual psychically. The user concentrates on the person they are trying to locate in order to pinpoint their location. People using psionic shields or other types of superpowered concealment are highly unlikely to be found. This power only works on living organisms and some individuals (mainly telepathic or clairvoyant targets) may be able to sense the act of being located as well as disperse the reading. He must have either met the person he is tracking or have a personal item of theirs to use as a conduit to hone in on them. The closer he is to them the easer it is to pinpoint their location.
